"People were disappointed that Greenspan didn't give more of a game plan
about rate cuts," says Tim Heekin of Thomas Weisel Partners. "The
institutional money just needs something to hang its hat on to move back
into the marketplace with any kind of conviction, and they just haven't
gotten that. The money is staying on the sidelines."
